Is ECA required for a Canada PR?

ECA also known as Educational Credential Assessment (ECA) is required for a Canada PR.  This is an important step for individuals who have completed their education outside Canada. The ECA report will show if the educational credentials are on par with the Canadian secondary or post-secondary educational credentials. 

Obtaining an ECA report is mandatory for individuals applying through Express Entry to prove their foreign education degree is valid.

What are the categories of PR applicants that need an ECA?

  • Applicants applying for a PR visa under the Federal Skilled Workers Program and have completed their education out of Canada.
  • Applicants with an education out of Canada and need to get points.
  • Applicants applying for a PR visa with their legal spouse are required to get an ECA report to get points in the visa application for their education.
  • Applicants with a higher level of education like a Master’s degree require an ECA. However, individuals with two or more degrees will need an ECA for both.

  • Comparative Education Service – University of Toronto School of Continuing Studies
  • International Credential Assessment Service of Canada
  • International Qualifications Assessment Service
  • International Credential Evaluation Service
  • Medical Council of Canada (the professional body for Doctors)
  • Pharmacy Examining Board of Canada (the professional body for Pharmacists)

The IRCC accepts assessments issued on or after the date the organizations were chosen to issue ECA reports for immigration applicants.
